Can not restore to factory settings xp, & med

Hello, i was given a dell dimension e510 dsktp. Has 2 syst. XP Proff. & Media cntr. edition. (don't know why).
Been having alot of trble. I want to restore to factory defaults and settings. Tried crt - F11, tried basic restore,
and also reinst. cd. no change. I need step by step, if anyone has the patience, I'd apprieciate it.

Configuration: Windows XP Internet Explorer 7.0
