Disabling Cut, Copy Options in right click menu under windows 7

I want to disable cut, copy options in right click menu. I want that these options should come when somebody right clicks on any file/folder etc but the cut and copy options should be disabled one. Please suggest me a way to do so.
Need urgently.

Ok, well the easiest way is to mark the whole folder as read only!

@ag3mark.. sir how is it possible would you please elaborate or explain your answer in some detail. are u saying to change the permissions or this kind of things of the folder?

Yes, that is it, change the users permissions at the os level, do not hack to o/s iteself.
