How to unlock the IE on my pc ?

Hello,
Windows Xp is working very well on my Acer pc model:emachines E725, that is connected with my office VPN server,Now my pc is locked by a technical person, When i am working in my office, my pc is not access the internet explorer, but every thing is OK,What i will do to get the IE on my pc ???
Please give the reply immediately...
