There are several reasons to cause windows xp not to load windows after bootscreen, but since damage has been already done, quick fix would be to start windows xp in safe mode and use system restore to a previous date. If you cannot log into safe mode also then, i would recommend to perform a repair of windows xp.

You need to have windows xp cd for it. After booting it use repair wizard to repair. Don't worry all files will be stored in C:\ sub directory with a name windows.old something like that. There you'll have all your documents and files which were there in desktop or documents. But in this case you might have to reinstall certain program and softwares. If you dont have much of a knowledge about this please take a professional help.
