Cant start up computer , looses power after fans start spinning

Hello , i have big problem with new computer, intel i5 6500 , amd radeon rx470 4gb gdrr5
after i shutdown computer and press power button , it start and shuts in 1-2 seconds , fans on cpu starts spinning and gpu starts and then shut down itself and restart itself like 10 times , and sometimes it gets started normal , but everytime i shut down computer and start again it do the same thing restarts and restarts
