I recently had the same problem. It seems to be that this may be the remnants of a virus that was removed. If you look in your registry for the following key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

There is a value named "Shell" -- This should be set to "Explorer.exe" but on my system, it was set to "Explorer.exe C:\WINDOWS\Config\csrss.exe"

I changed it to be just "Explorer.exe" and that seems to have solved it.
-----------------------
double click in the right hand pane on the "Explorer.exe C:\WINDOWS\Config\csrss.exe" entry. Edit out everything but "explorer.exe"
