No security question as a method of recovery

Hello, my name is Terry white, i am trying to recover my old email password and its not allowing me the option to use my security question as a method of recovery even though when i fill out the questionnaire it has the security question as a thing i have to fill in. If anyone can help me i'd appreciate it very much
