CANT ACCESS SAFEMODE DOS PROMPT

Hello,

I cant access safe mode with command prompt. when i select it , the next screen
says the following.

Please select the operating system to start:

Microsoft Windows XP Professional <<<--- now highlighted.

use the up and down arrow keys to move the highlight to your choice.
Press Enter to choose.

"Safe Mode with Copmmand Prompt" <<<--- this is is now appearing in the color blue at bottom of screen


if I select enter at this point it boots into windows safe mode.. It does not boot to a command prompt. I cannot unselect the highlighted choice of
"Microsoft Windows XP Professional"

I don't know how to get around this and why it will not show a command prompt
