Graphics card dead?

I have a dell xps m1730 laptop that turns on but displays no start up screen, just random colours eg, blue, then green, red etc. not in lines but one full colour each time. Is it the graphics card? I've tried plugging it into other monitors but it doesn't display anthing. Help!

Either motherboard or graphic card failure.
