AM I missing something? Are all payments over $60. If so, then just subtract 60 from your cell and viola. Like =A1-60. If cell A1 has 110, the cell with the formula would return 50.

OK well, I guess you are the only one that can give more details to the problem. Can you show us what the data looks like on the sheet so that we can get a better idea of the problem then, because I have oversimplified it based on the problem description.
What determines on over payment? How are you qualifying whether the payment received is an over payment?
