Virus does not let me search, msconf, regedit

Hello, my laptop has been infected i've tried norton, ccleaner, malawarebytes, spybot and none are fixing it. the wallpaper has a message that says "warning Spyware.." it does not let me do a search on windows, i went into run.exe and it does not let me open msconfig, regedit and it does not let me go into the file prevent access to registry editing tools it does not even open. I tried system restore but it does not work either because it does not open up. i need help!!!!

You can do something to stop the process of the virus, open your task manager and search for any unusual process and then end it. And try to make search and delete it.
