The external VGA port needs to be turned on using the correct PF key. Did you try using it ?

idk what that means,I have the blue plug in my laptop,my key is fn-f8,but that doesnt do anything

You use the Function + F8 keys to enable the VGA port. Just hold down the "Fn" key and press the F* key with the other hand.

I have tried,My monitor has power but shows nothing,its connected to my laptop.I know the monitor works cause when i disconnect the cable,monitor reads no signal

You use the Intel GMA Driver icon in the Control Panel to change the "Operating Mode" to "extended Desktop". You need to have the external monitor turned on before you have this option. You then drag your icons from the laptop screen to the external monitor.

Strange - the D600 uses the Intel chipset so it should have that driver. Are you using the Windows default (VGA) video driver? If so you need to download the Interl drivers from the Dell web site.

You can find Dell Monitor's Model Number by pressing the menu button on the monitor. After pressing the menu button on the Dell monitor the first line indicates the Dell Monitor's Model Number for example, Dell 1708FP. For the laptop's model number please refer to the documentation or manuals of the laptop.
