Lost icons and start bar

Hi,
Have a Dell computer that had an error
Explorer.exe and I was able to get rid of that, but still have no icons or start bar
Just wallpaper screen...Can someone plese help??

Hello,
Try this 1
1) When you switch ON your laptop, start tapping the "F8" key to get "Startup Settings" options ( if boot menu appears, press "Esc" key and keep tapping the F8 key)
2)Select the option "Safe Mode".
If the problem still exists then try step 1 and this time select the option "Safe Mode with Command Prompt".
Let me know if you are able to boot into it.

It has been correctly suggested by jack4rall to try to boot to Safe Mode/Safe Mode With Command Prompt. If the computer enters the Safe Mode/Safe Mode With Command Prompt we can try several troubleshooting steps.
