Hello,
new to this, so forgive my amateur inquiry - I just bought a new Toshiba with windows 8, my roommate left her Toshiba with windows 7 behind. it is in Spanish, but in working order it seems. my girlfriend's mac just died and I want to fix this up to give her as a replacement. how do I turn all text into English, and how do I "restart" this laptop? thank you for your time and attention.

Sorry. but Windows 7 home edition is not made to change language. You will need to buy an English version of Windows and do a fresh install.
