Hi. Is this charger from the wall outlet or a computer? And how long have you left it plugged in when it doesn't charge? Because my iPod touch takes about 2 minutes to start charging.

OK, personally with my experience of iPad's and iPod Touch's, wall chargers lack a lot of reliability as appose to computer chargers. Try using the computer cable (to sync music to your iPod from the computer) to charge it.
Also, if you can, try another wall charger. Perhaps the one you have is damaged or outdated.
