Relooping issues

Hello,



I have a rebooting issus as my dell inspiron laptop just continues to loop. I get into the BIOS and change the boot to CD but it doesn't work, I press F8, doesn't work, I press f12 which also allows me to boot from CD but it doesn't work. what else can i do...please help. I have a windows xp disk and use it as well but it is not being read because nothing comes up that would allow me to reinstall any files. I also attempted a system restore and it goes through the whole process and at the end it tells me that system restore was not successful and to call a dell technician.
