The speed you were talking about is same but if you have low RAM then its comes with difference... like uTorrent, Torrentz and youtube websites need good net connection to download anything.
Try this settings...to speed up your internet connection
1) type gpedit.msc at run
2) at Local Group Policy there is "Administrative Templates" -> expand it.
3) goto "Network"-> expand it, there you will see some list of option.
4) click "QoS Packet Scheduler" goto "Limit Reservable Bandwidth" Double click.
5) Enable it.. on Bandwidth limit % enter "0".
Apply setting and restart the pc.
one more thing download "Internet Speed Booster" software it will optimize internet connection. I am using this & trust me its WORTH.
