I swear this info. helps to resolve this problem for Windows XP. I had this problem and tried this -- it works!

1. Close all open programs
2. Click on Start, Run, and type REGEDIT and press Enter
3. Click on the plus signs (+) next to the following folders:

HKEY_LOCAL_MACHINE
SYSTEM
CurrentControlSet
Control
Class
{4D36E965-E325-11CE-BFC1-08002BE10318}

4. This folder is the DVD/CD-ROM Drive Class Description in the registry. Look for any of the following names in the right hand column.

UpperFilters
LowerFilters
UpperFilters.bak
LowerFilters.bak

5. If any of the above keys shown in step 4 are listed, right-click on them and choose Delete
6. After deleting the keys, close the Registry Editor
7. Reboot your computer
8. Open My Computer and check to see if your CD or DVD drives have returned. You may also want to open Device Manager and verify that the yellow exclamation and error code on the CD or DVD drive is gone. Also, be sure to check under Computer to make sure the CD/DVD drive is visible.

I'm sure following these steps will work for you as they did for me.

Unfortunately, it didnt help me because there is no "Upper Filter" or "Lower Filter" in my details menu in that folder.

Ok geniuses, I have found the solution to this. Dispense with the registry fix garbage. The answer lies in computer management. Open the administrative tools and go to computer management. Open disk management. Open view, top and hit graphical. You will see the dvd rom drive. Right click on it and select change drive letter and paths. Select and drive letter and it should work. You can read about it in help.

do not be smart , this is not the way it should be solved .
my be you talk about something different ,

what the hell is SELECT AND drive letter supposed to mean??
this is making no sense. what do you do when you select the drive ?? Do you change the letter? If so they give you all 26 alphabets and you get another notification saying you might not be able to run programs afterwards.
Or
Do I ADD another drive letter? In which case i have to browse........

Please clarify. This absense of my drive means I"m not being able to run ANY cD!
Shaurya - Jun 11, 2010 5:50pm BST
Just remove the current drive letter. It will say that some programs may not work. Hit Ok, then select Change Drive Letter and Paths again and give it a different letter. It doesnt matter what letter it is, just dont select the previous one which was giving you problems. And it should work perfectly. It did for me. Thanks Shelly.

In my case, I have a drive letter D next to a cdrom device that isn't real and cannot be removed.

None of the options listed in the forum solve the problem for me, and I am no
newbie. I have edited the registry, disabled the SATA port that the REAL cdrom drive uses, disabled the device in Device Manager, and ran the MS fixit app. I cannot see the drive in Disk Management, so it cannot be assigned a new drive letter.

Microsoft Fixit worked for me.
I have a DVDRW and a DVD ROM in my PC and for some reason, they decided not to show in my computer.I uninstalled and reinstalled them and still no go. They showed as being installed in hardware manager, and would not update the drivers.
I connected my external drive .but it had the same problem.
After running Fixit, they are all up and running again.
