i have an exhaust fan at the bottom of my laptop. However, my exhaust fan seems to be spinning at a very slow pace and emitting cold air, and the bottom of my laptop become very hot. Is there a problem or is it normal that this is happening?Configuration: Windows XP Firefox 3.0.4

Hi

It seems that you need to get your laptop serviced, as the fan has consumed lot of lint or dirt. or may be the fan belt got sluggish.

It is very important that the fan run smoothly else there are preety good chance of any circuit board or chip gets fried due to access heat.

try and clean your laptop from fan area and also when you use it from now on please try to put something underneath which will open a space between laptop bottom and the surface where you put you laptop on to. this will create 45 degree angle. so mean while the air will pass easy enough.
