I deleted my user account on my pc with Vista Home. All my files, pictures, etc. are deleted. There was a 'cancel' button on the message box if I want to proceed but it did not let me. Next thing I knew that all my files were gone. HELP. I need to recover the 789 pictures files from 2009 to now.

try recuva software to recover the files, its a free program, just click on this link
https://www.ccleaner.com/recuva/download

download it and perform deep scan
