You can start with blogger.com using which you can easily create blog for free :) else book a domain name install wordpress and start blogging.

The best blogging tool is wordpress, visit wordpress.org to download the latest version of wordpress. Then use easy php or wamp server to install wordpress on localhost to learn and understand all the features of wordpress. then host it on an online server (i suggest hostgator).
