This is a virus which starts when your computer starts, so when you run any anti virus program or delete this file then it creates a problem. Your computer starts and its unable to locate that file to that is when it gives you this error. Your anti-virus removed the file but did not remove the start command.
Just follow these steps.
click on Start>Run> then type msconfig
then another window opens up there goto tab Startup and then locate the file regsvr.exe and uncheck the button in the starting of the same.
