No Icons or toolbar

Hello,
My laptop boots to just the background no icons or toolbars I hit ctrl, alt, delete but it says it is disabled by administrator, also will not boot in safe mode any help would be greatly appreciated.

To fix task manager,follow these few steps on link below from kioskea faq:

The problem is I cannot get to the toolbars either so I cannot get to start button.

I was looking for an answer to my computer issue not a pile of websites to sneaker ads.
