Read date &time when file is created in folde

Hello,
i want to read the date & time when file is created in folder on tcl/tk.

Dear Sir,

Any file created has its metadata stored and it is very simple to obtain the information from the file. Just right click on the file and select Properties. You will then get the creation date and more information about the file from the General Tab. Hope that the information provided helps you complete the wanted task.

i want to creat file named current time that stored in current file folder how can i do this
