How to know if CPU cooler is working or burnt

Hello,
I have this CPU cooler that I have put on CPU and powered on the system. The fan worked fine for sometime and it just stopped. From that time on, the CPU fan would not work even after reboot(s).

Now, how would I know if there is a problem with the power pins on Motherboard or the fan got burnt(i dont smell anything) or something else.

Can I test just the CPU cooler fan by providing it with some power without having to mount it and then 'boot' it? Something similar to https://ccm.net/faq/323-how-to-test-your-computer-s-power-supply

Everthing else works fine and the temporary solution I found is to put a table fan pointed towards the CPU area of my PC.

Any hints/helps before I trash my CPU fan to get a new one?

I tried with two new CPU fans and both have shown the same behavior. !! Strange. Could there be some sort of power 'surge' coming through the 4-pin connector and roasting the fan?

Getting back to my earlier question, is there a way to test just the fan outside the PC to make sure that it is not at fault.?
