You format a hard disk to configure it to work with the Operating System that you will be using.
You do not "format a computer". You install a operating system (OS) onto a formatted hard disk.

Windows XP will format your hard disk before installing itself if you choose that option. Windows XP does not understand how to format a Linux hard disk.

Linux will format the hard disk in a completely different way than Windows.
