I can't get my computer to boot right

Hello,

I can't get my computer to boot right. when i try turning it on the light by the power switch
turns red for a few seconds then turns green then starts beeping. and my monitor is completely blank. i tried getting a new motherboard with processor and a new case but it won't work. Can someone plz help???

Configuration: Windows Vista
Firefox 2.0.0.16

The power box on the back has a red switch that changes the Vac from 115 to 230 (thats the numbers on my machine at least). i know that with my PC if i have it set to 115 the computer will not startup properly or at all for that matter, just the lights and the ocasional screen refresh. see if changing the switch might get it working properly.

ps :: i dont 100% understand how this stuff actually works but from experiance the switch can mess up allot of stuff :D
