MEMORY COULD NOT BE WRITTEN '' 0x00600681''

Hello,
when ever i try to turn on the system it gives an application error, the instruction at ''0x00600681'' refrenced at THE MEMORY COULD NOT BE WRITTEN. click on ok to terminate the programme or click on cancel to debug the programme. clicked on both ok and cancel at first it used to load to the windows screen as if nothing is wrong. but again when tried to restart get the same error.. did a basic troubleshooting step. Tried to turn on the system in safe mode with command prompt was able to to and then tried to run check disk/r. it passed through this but now a different issue occured that is now i'm able to go to desktop screen but there is no icons nor the tool bar... please help me to resolve this issue. Its very hurting for me as this a new system which i have purchased last week and now its full of issue....
