I cant get on my PC, not even is safe mode.

Hello, Can anyone help?

I am posting this message for a friend, his computer went down a few weeks ago ( I think he got a virus from a bad download) and we can not get back on in normal or safe mode, I have tried all the suggestions on this forum and nothing seems to work. The only thing that you can get up is Task manager and it shows there is allsorts running.

Can anyone help? He is on XP and has no discs.
