Won't display our web site properly

Hello,
Internet Explorer 8 won't display our web site properly. In fact, the navigation bars on the side and the bottom aren't displayed at all. This is a web site that was designed with Microsoft Publisher. I finally downgraded to Explorer 7 so we could view our own site, but I'm concerned that many potential customers will have Explorer 8 and hence not be able to view it either.

Configuration: Windows XP Internet Explorer 7.0

Maybe if you had downloaded recent updates for the program, this might have fixed the problems.
