Activating a bluetooth device

Hello,
This is Balaji. I had installed new windows Vista Ultimate operating system and i am unable to activate the bluetooth device because when the device is in active state only can able to install the driver.
Please give me a solution appropriate to me.

While i am installing driver for bluetooth, there is an error like " activate your bluetooth device using Fn + F2" and then i did the needful but the driver is not installed. Again it displays as the same error message.
