My bank has organised my dates as dd/mm/yyyy which is about as useful as a hip pocket in your singlet.

The logical way to organise dates is yyyy/mm/dd

I'm trying Format > Cells > Date > 1999-12-31 > OK to no avail.

What an I doing wrong?

Excel chooses the default regional date format (i.e. MM/DD/YYYY, DD/MM/YYYY, etc.) based on your current location setting. In Excel, you can manually change the format of a particular cell by right-clicking on any cell >> select Format Cells >> Date >> change the Locale (location) to the desired format.

Hope my anser helps you.
