Can't run .exe with Malware Doctor

Hello,
I have Malware Doctor infected all thru my machine. Everytime I try to run Malwarebytes or Hijack this or anything with a .exe I get a message saying it has been Disabled see System Administrator. I'm logged in as system admin. I can't generate a log to show you anything.

If not, try this: http://www.geekpolice.net/... and follow steps 1 to 2.2, you have to re-download the malwarebytes from that topic because it is a different one.

Can't do a thing. Won't run anything with .exe I pulled up System Restore with command line and even that won't initiate when I go to an earlier point. I can get to my registry.
