PC just beeps won't start

Hello, I have a PC that came with 4GB of RAM (4x1gb), recently I decided to upgrade it to 8gb (4x2gb) so i purchased 4 of 2gb and when I took out old ram and put in the new one the PC just started beeping when I pressed the turn on button and it gives no display, the beeping lasts for around 4-5 seconds. I tought that there is some problem with ram and decided to return my old ram inside to try to find solution for that problem. But then another problem occured, same thing started happening with my old ram. I made sure multiple times that it is pressed in correctly and put them out and in again multiple times just to make sure I didn't do something wrong. But still the problem is still there.
My motherboard is Dellz Optiplex 740 Enhanced. OS is Win 7 Pro 64 bit.

Hi

Please describe the beep pattern.number beeps, long, short, pauses.

It beeps 4 times continuously then pauses for like half a second and then it beeps 2 more times continuously. Each beep lasts for short period of time and are immediately followed by another until the pause between 4th and 5th.
