Help dell inspirion b130

Hello,
i have a dell 130 laptop and the windows wont load i dont have the install disk and dell wont send them to me ,b/c i didnt buy the pc brand new ,just wondering what i can do ?

Configuration: Windows XP
Opera 9.64

Read this article on Dell support website which show how to restore your Computer´s Software to the Factory Settings without the CD, choose your OS and follow the Step 3 (Notice : Restoring the original factory image erases ALL existing data. This includes files, folders, programs, drivers, E-mails, photos) :
