JR Screen Ruler is a free utility that allows you to install a rule on your Windows screen. So you can measure the elements on the screen available through this program. Easy to use, measures will be displayed according to your choice: in cm, in pixels, in picas or inches.

Advantage
You can change the size of the rule to your liking.
It allows you to rotate the latter, recording measurements.

Disadvantage
So far this application is available in English version only.
