My Desktop Icons are missing and my start

Hello,
I can login to my computer and my background loads fine but none of my icons load or anything..
what can I do?
I've already tried clicking task manager but it just freezes and doesn't show anything.

Configuration: Windows XP Internet Explorer 6.0
