Recovery disc help to fix windows root system

Hello,
I am trying to recover my OS by using the recovery disc. Currently can't boot - error is windows cannot start because of missing windows root system32 hal.dll. I don't know what commands to run using the recovery disc.
Thanks for any help.

Why don't you do a system restore! this can fix the prob

You can try start->control panel to find out the restore files and do it =x

He say it cant boot then you can't open control panel or system restore.
