Pls help my comp cant find boot device a

Hello, ive just put a new hard drive into my laptop. when it turns on it is asking for a boot device i have windows xp cd rom but it will not accept. wot am i doin wrong pls pls pls pls help

Configuration: Windows XP
Firefox 3.0.10
