Intel screen on startup & can't go further

Hello,

I tried to re-boot after my outlook was unresponsive. When the PC comes back up it comes to the Intel Desktop Board screen and won't go any further. It won't allow me to do anything. I did notice, before I rebooted, that there was a small green square on my toolbar that said the CPU was at 100%. Not sure if this has anything to do with this but I haven't seen or noticed it before. Can you help? The computer runs Windows XP. I believe it's a Dell. I know that sounds stupid that I don't know.

Configuration: Windows XP Internet Explorer 7.0

You can't even access the BIOS?

I'm having an identical problem with one of my Dell machines. No, you can't even access BIOS; it literally goes to this screen immediately after turning the computer on.

Im getting the exact same...happened for the first time yesterday..anybody know what to do??
