Invalid boot ini

Hello,
Am using windows XP professional, and i tried booting my computer but it gives me the message "Invalid Boot ini loading from C:\windows ". It then restarts and this keeps going on and on in a loop without actually starting up.
I tried trying to boot using the winXP setup so as to as to gain access of the recovery console but the recovery console gives me the message that " Setup could not find Hard disk"
Please help.
