The pc fan running super fast

Hello,
my pc fan is running super fast upon turning my pc on..i get no picture and it seemd like if i dont hold the power button down after turning it on the fast will keep running so fast it will eventually burn out or short out something..the only way to stop fan is to hold the power button down for about five seconds and pc shuts off..please help is the end off my pc??
