Unplug your computer. Don't turn it off, actually unplug the power cord. Then try again.

Im sorry, but the advise Helper provided is nonsense. You never want to pull the power cord on your system without turning it off first. You stand a high chance of burning out your motherboard, and power supply. Secondly blinking green power light is a sign that the monitor is bad. If you replace power cables, and VGA Cables, and swap outlets and cant get it to work. Its time to replace the monitor.

At this point you cant turn off the monitor, and the suggestion is to pull out the power cord off the monitor, not the computer. I dont know why this seems to work as of yet, but it does the trick. Once you pull out the cord, and wait few hours, the monitor can turn back on. But it will go back to the power button blniking mode if you keep it turned on for a long time. I think this is happening because of power supply unit getting over heated. And it seems the power supply unit allows electricity to flow even the power is turned off. But I am pretty sure this issue has nothing to do with the vca cords.

Problem is RAM memory, replace it with new one... Your monitor is ok...
