Computer keeps restarting

Hello,
2 computers. That work fine by themselves. i was putting the harddrives and RAM into the one computer. When i put it into the first one the screen displays a whole heaps of colours in static. and when i put it into the other one, the computer continually restarts. I get to the screen where it asks what mode you want to start in and no matter which on i choose (Safe mode, last known good, windows normally) it flashes a blue screen with writing on it and then it restarts.
What does the statically colours mean?
How do i stop it from restarting?
which problem is easier to fix??

Hi,
the colours may be from the screen itself or with the video card.
but here the restarting problem comes from your RAM.
get them replaced.
