Install.INI not found

Hello,
I have a problem with installing the HD DVD 4.31.11 Update into my Toshipa Satellite A205 laptop. The message given is "c:\users\office-1\appdata\local\temp\install.INI not found". Can someone help me out with this problem?

Configuration: Windows Vista
Internet Explorer 8.0

Have you tried to redownload the update and run in admin mode (launch the file using right click and select admin mode).
