How to Increase Download speed.....?

Hello,
I were wondering to increase my download speed but i can't. Help me...

I'm using broadband from a HSDPA USB modem, Huawei (model E220)....

My internet speed is 7.2 Mbps but the download speed is killing me...sometimes its 3kbps to 7kbps..

So if anyone out there who know how to deal with my problem...please help...

What are your ISP's terms & conditions regarding monthly download capping? if you don't know check on their homepage as most ISPs do limit your monthly usage via a backdoor policy known as "fair use", some relate to time of day while some refer to overall use.

Also is this issue seen when downloading of normal websites such as a video card driver etc? or is it limit to less legal uses such as torrents.
