How to change the operating system language?

Hello,
I have a french compaq mini 700ef which has windows XP french version and I would like to change either to windows xp or another operating system entirely in english. The computer does not have a cd reader but does have usb sockets and wifi connectabilty. How can this be done?

Configuration: Windows XP
Internet Explorer 7.0
