Fans running, no beeping or BIOS screen

Hey, so I built a new Vista computer back in October, and right off the bat I noticed some problems. At certain times, all the peripherals would freeze, and I'd have to manually restart the computer. Once that happened, I'd usually be fine.

Well, recently my computer did the same freezing up, but after I shut it down and restarted it, the computer would not start back up. There is no CMOS beep, no BIOS screen, it just starts up, the fans are going, possibly the hard drive (I can't tell the difference), and it just sits there. I've left it like that for an hour, and nothing happens.

I've switched around the RAM, as I thought it may have been a faulty ram chip.
