Problem with some commands

I was infected with some viruses in my win 8.1 then I cleaned my laptop completely using several methods including on line scan. Immediately after that I found that when using the "run" command to open "regedit" or "msconfig" they start and immediately vanish also the same thing happened when I try to open the task manager .... Can you help me solving these problems without reinstalling windows

Sounds like you still have a virus problem. Reinstalling Windows is the best option for security.

If you MUST keep the current OD version I suggest the following:
If you have the Windows disk I suggest you start using the "repair" option. That will replace the Trojan program replacements.

Is there any way to solve the problem using "Tuneup utilities 2015"
