No Desktop Icons or start menu bar

Hello,.I have no desktop icons and I have no EXPLORER.EXE file listed when I go to regedit...I can't get to run any programs and task manager does nothing when I enter EXPLORER.EXE....I can't get anything to boot from the cd rom except the windows cd..I tried to do a repair (did not work)....I downloaded malwarebytes from another computer to a cd but can't get it to open...Do I have to re-formatt and start over???...I can start in safe mode with command prompts..SFC /scannow doesn't work either...

Any help would be greatly appreciated...

Just to system restore. Press F8 to access safe mode and do system restore
